USC Virtual Private Network (VPN) is a secure method of accessing USC computing resources. Data transmission is encrypted in transit between your computer and resources on USC network to prevent others from viewing or intercepting information. The VPN also provides the user with a virtual USC IP address that allows access to USC resources that restrict access.

Layer 2 tunneling protocols, such as L2TP, do not provide encryption mechanisms for the traffic it tunnels. Instead, they rely on other security protocols, such as IPSec, to encrypt their data. Cisco AnyConnect is a highly respected solution. I've done a lot of deployments - and I don't have issues with the VPN client. I think you should probably be looking at something like a failover HA pair of Cisco ASA 5525-X's. They will handle 750 connected users. The next model up, the 5545, will handle 2,500 concurrent users.
